In the pic., whats circled in red will be what i'm questioning about.

What you are seeing is the message box with an image embedded and the Announcement text below it.

What can I do to make that stand out a little more. I would like to scroll whats under the 'Announcement!' heading, but im not sure if i can. I would also like to change the font color and the font background color if thats possible.

Does anyone have any other ideas or how i can achieve the above?

I have the scroll width working ok but when i activated it and spits it twice. one as a block and the second as, what looks like, a message window.

it seems to do this whenever i use a block-file. When i use HTML it doesn't. As you can see here http://www.occgamers.org. With the other center blocks, I just used hlml to add a block

Delete the block from admin and just ad it using the block file. You can't have both.

sorry, i guess i dont understand. The only thing i've done is throw this block-file in the blocks folder and activate it in the admin control panel. I didnt add it using anything else.

OK just checking, I honestly don't know the cause. The block works fine on my test site. I will keep playing with it.
