I think that's something in the theme, don't quote me. but I am thinking its is something with some css and a <div>.

That will be all Ped or Floppy to answer you for I am one to hate divs and only works with tables.

One issue though with the last section... it mentions to go into themes>yourtheme and one of the files should have <body>

I have Modern Gamer Xtreme and the following files are in there but no <body> listed in any of them:

forum.php
functions.php
index.html
news.php
songs.xml
theme.php
theme_info.php

the <body> tag for Xtreme is located in the root of your site so thats why its not included in the theme files because it reports compliance errors

just open your theme.php file and look for:
