this is the first line of the case.themecpanel.php file
[3:10:20 PM] It's saying if the file that's being requested in the browser does not match admin.php, then stop script execution and output Access Denied.

[3:35:10 PM] assuming you are uploading all the files with the correct structure I an not sure what else might cause this,

[3:52:49 PM] the best thing I would suggest is reinstalling the core script files, then reinstalling the theme, I am certain you are missing some of the files.
