Anybody good with image editing, doesn't matter if you use photoshop, adobe, gimp, or what ever, I just need help doing 2 things, 1, making a background like this

need more details like whats the background for and what size? what needs rendering? and cant you just use that instead of making something the same lol

No I can't use that because I found that off of yahoo images, & the size would be 1024 x 768, also, I need characters rendered out of my pictures, like I have a picture of my lv 68 trinity gunz character that I would like to render out from the background so I can use the render to make a banner for my site.
