Sure it can be done but it would most properly cost him as much as a custom theme price. But i will install phppb3 onto my localhost tomorrow and see how easy it is to do and let you know

I just installed it and it aint that much different from VB3.8 yea it would take some time to get used to it but i reckon your friend could do it with HTML and .CSS knowledge if he aint then he would have to pay someone to do it or use a theme thats all ready been made

OK he isn't great so ill just go ahead with plan b and make nuke site with a HTML copy of the theme that will work just as well thanks Snype

I can code a front side PHPNuke theme in a few hours if its already coded into HTML

Ill do it for £40 all you will have to do is the forums then, ill include some basic forums and you can then just change the CSS accordingly... If you want me to do the forums that's another + £30
