First the rank has to be a special rank which i kind of gathered you knew that lol.

Got to forum Admin>->UserAdmin(on the left)>->userlist>->Click open on the name you want to edit then go to Manage scroll to the bottom "Special admin-only fields" and you will see "Rank 1 Title" then a drop down box just select the rank you want them to have from there
