I've downloaded the forums center block and enabled it as Center Down. Why would the right side blocks dissapear and i do not see the forum center block ?

It is in the nuke_config table you can view through phpmyadmin.

You need to turn on error reporting in the config.php to see if it throws anything out that might help find the problem.

Your theme footer has gone as well, goto yoursite.com/blocks and just rename the forums block you just added to quickly get your site back to normal.
