The scroll glitch your on about has nothing to do with pupnuke its a bug in some mouse drivers, im guessing your using a logitech mouse? One of my friends had the same problem your describing he managed to fix it i will ask him what it was and reply.

The member 36 i wouldn't worry about someone probably made a cock up when registering idk. if u want to get rid of it use something like phpmyadmin and remove that user with no name.

i don't have this problem in (FF) but then what a surprise i have it in (IE 8) dont u just love IE! if u select compatibility mode it behaves as normal.

Quick search on google confirms its an ie8 bug. The bug is triggered when the CSS “width” property is on a textarea. Another bug to add the your ie8 list or should a say book.
Code:
The dirty fix is it add custom HTTP header.
* On a per-site basis, add a custom HTTP header
X-UA-Compatible: IE=EmulateIE7
* On a per-page basis, add a special HTML tag to each document, right after the <head> tag
<meta http-equiv="X-UA-Compatible" content="IE=EmulateIE7" />

Witch is just not going to happen as the X-UA-Compatible tag and header override any existing DOCTYPE.

fix2 remove the width on your textarea and put up with a tiny textarea <--- Crap
fix3 wait for MS to stop making up their own rules and follow W3C <-- will never happen
fix4 remove the width on your textarea and add min-width max-width to the textarea <----- dont work result is the same as fix2
fix5 (recommended) uninstall IE and completely forget about it.

Conclusion no working viable fix!

Ture its one problem after another with IE. you should see how IE8 renders a table with TD background images. click my sig and look at my site in IE8. utter horse shit ! my code 100% validates and IE just ignores it.
