You have to activate it in the admin->modules panel. Nothing to do with your theme purchase.

The private messages module must be set to active in the modules admin section. You can access by going to http://www.yoursite.com/admin.php?op=modules

It is suppose to come with nuke. You could be missing it though. Open via ftp nuke root/modules/, should be folder in there called Private_Messages. If it is not, then you need it. If so, then you have the module.
