hello i have nuke-evo
and i am looking for good software that can help me
create theme but i need some software that will so
me how the theme look like offline .
i know that photo shop is good for this but
my problem i dont know how to put thing on
the right place on the site structure
every theme i download bulid from some image file
and that i dont know i need to start from basic any idea?

For free you could use HTML Kit, Its XHTML and CSS compliant, and best of all its free http://www.chami.com/html-kit/

with regarding learning how to code a PHPNuke theme, that's a different story, there are some basic tutorials out there, but nothing that will really help you until you have a very good understanding of HTML, CSS and PHP
