Is the latest version of PHP Nuke really stable and compatible with blocks and modules?

I would like to know that, cause I'm working on a site with this version :)

The answer is no and no. I would suggest switching to raven nuke 2.3

But can you tell why exactly PHP Nuke isn't good for working in a site.
and if I change from that to RavenNuke, I could transfer all my DB information without problems.

Standard phpnuke is unsecured in meaning there are allot of holes for hackers to get in and cause havoc. I know from personal experience.

You best bet is to go to RavenNuke and work off there. RavenNuke is based off the Nuke 7.6 just patched up security dramatically along with many other security features. Transferring the DB shouldn't be to much of a hassle. what you would have to do is Downgrade the DB to 7.6, then run there script to convert it to there database. I just finished working on a buddies site transferring it from nuke 7.9 to Nuke Evolution. Just remember to make backups of everything.

Best thing to do I suggest, is to make a copy of your site, and have it as a subdomain, also have a copy of your DB, and convert the copy. Once you convert the copy and its working 100%, just move your old site into a back up folder and put the subdomain as the root.

Sounds hard but its actually not. I may try doing a video tutorial on how to do it. Just going over the basics and not actually the conversion.
