Smashing Magazine delivers the latest trends and techniques in today's web design world. Every two or three days you can find a new blog post that will help you gain insight into what others are doing and possibly inspire you to become a more rounded designer. They also are publishing their first book very soon which I have already pre-ordered. Smashing is an all around good resource.
Noupe

Noupe is another well rounded resource that covers a variety of topics like CSS, Ajax, Javascript, web design, graphics, typography, advertising & much more. They have created a layout that is really simple to follow and their content is pure gold on all subjects.
The Tuts+ Network

Maybe one the most comprehensive sites on this list is the tuts+ network. They took everything I love about the web and broke it down into different sites with an easy to follow layout. As I venture out to learn new things about web design and programming, I always find myself following one of their plus tutorials to learn the basics. They offer tons of free tutorials, but their best content is going to cost you $9 a month and you will receive access to each different tuts+ network page for a small cost.
Theme Forest Blog

Theme Forest and it's sister sites like FlashDen have been around for what seems like a lifetime, but since its very short time on the web it has made an impact! Not only their free content on the blog, but the marketplaces. You can find inspiration or products to help you complete your web projects. CSS Tricks

It seems like everyday I am reading a new technique with CSS and one of the major contributors for that is Chris Coyier. He covers anything from typography to full blown web layouts. I would not necessarily limit him to just CSS, he has been known to cover a variety of subjects and you can't go wrong subscribing to his blog.
